Extracting from the EU is costly and complex because of the treaties signed up to in the past. Bear in mind too that it was the Conservative party that took Britain in the EEC; It was John Major who signed up to Maastricht. Along the way, he even called members of his own cabinet 'Bastards' for rebelling against that signing up to that treaty! Despite the Vote to leave many Conservatives, whatever they say, are still keen on staying in and ignoring every one who disagrees. This is the mountain that has to be climbed..
